Renting a Scooter in Bali: Licence, Insurance, Fines and Real Prices

Short answer

To ride legally in Bali you need your home motorcycle licence plus an International Driving Permit that includes motorcycles (category A) — a car licence or a car-only IDP is not enough, and without the right licence most travel insurance will not pay after an accident. A basic automatic scooter costs about Rp60,000–100,000 a day or Rp1–1.5 million a month.

What the law requires

Indonesia does not accept a foreign licence on its own. The UK Foreign Office says plainly that you cannot drive on a UK licence; Australia’s Smartraveller says you need an Indonesian licence or an International Driving Permit, valid for the vehicle class — “including motorbikes and mopeds”. In practice:

You haveLegal to ride a scooter?
Home motorcycle licence + IDP showing category AYes
Home car licence + IDP showing category B onlyNo — B does not cover motorbikes
Home motorcycle licence, no IDPNo
IDP, but no home licence with youCarry both; the IDP is a translation, not a licence
NothingNo, and uninsured

Get the IDP at home before you travel; it cannot be issued in Indonesia for a foreign licence. Bali’s governor reminded tourists in circular SE 07/2025 that a valid licence is required, and Bali police said in November 2025 that unskilled foreign riders should not ride on their own and should rent with a driver instead.

There is no ban on tourists riding — a rental ban floated in 2023 never became law. What exists is enforcement.

Fines and police checks

Maximum fines under Indonesia’s traffic law (Law 22/2009):

OffenceMaximum fine
No licenceRp1,000,000
No vehicle registration papers (STNK)Rp500,000
Phone while ridingRp750,000
Running a red lightRp500,000
No helmet (rider or passenger)Rp250,000
More than one passengerRp250,000

Police run national traffic operations several times a year — the current Operasi Patuh runs from 26 October to 8 November 2026 — with checkpoints on the main tourist roads. Keep the rental’s STNK (the registration card) under the seat and your licence plus IDP on you. Ask for an official ticket (tilang) if you are fined.

The insurance clause that matters

Policies commonly exclude accidents when you rode without a licence valid for that bike, without a helmet, or after drinking. A broken wrist in a private Bali hospital and a flight home with a medical escort can cost more than a whole trip. Read the motorbike section of your policy before you rent — details in travel insurance for Indonesia.

In our experience, any “insurance” a rental shop mentions covers their bike, not you.

What renting costs in 2026

BikePer dayPer month
Honda Scoopy (110 cc automatic)Rp60,000–100,000about Rp1–1.5 million
Honda Vario, Yamaha NMAX (125–155 cc)Rp80,000–150,000about Rp1.5–2 million

Ranges as reported by Bali guides and travellers between April and July 2026. Monthly deals are negotiated; delivery to your villa and a second helmet are often included in longer rentals.

Before you hand over the cash

  • Photograph the bike all round, with the rental agent in the picture, and note existing scratches.
  • Check brakes, tyres and lights; ask for a second helmet if you carry a passenger, and fasten the strap.
  • Do not leave your passport as a deposit. A copy and a cash deposit are normal.
  • Get the owner’s WhatsApp for breakdowns.

Should you ride at all?

Moped accidents involving foreigners in Bali have risen sharply, according to the UK Foreign Office, and Bali police counted 142 accidents with foreigners in 2024, 21 of them fatal. If you have never ridden a motorbike, Bali’s traffic, sand on the road and steep villa lanes are a bad place to learn. Grab and Gojek bike taxis cost Rp15,000–25,000 for short hops in South Bali, and a car with driver for a day is affordable. See Grab vs Gojek.

Questions travellers ask

Do you need a licence to rent a scooter in Bali?

Many shops do not check, but riding without a valid licence is illegal and usually voids your insurance. Legally you need your home motorcycle licence plus an International Driving Permit with category A.

Can you get a scooter licence in Bali?

As far as we could confirm, Indonesian motorbike licences (SIM C) are issued to foreigners with a residence permit such as a KITAS, not to visitors on a visa on arrival. Get the IDP at home before you travel.
