All Indonesia Arrival Card for Bali and Indonesia: How to Fill It In

Short answer

Every international arrival in Indonesia must submit the All Indonesia arrival card at allindonesia.imigrasi.go.id or in the official app, no earlier than 3 days before landing. It is free and takes about ten minutes. It combines immigration, customs, health and quarantine declarations into one QR code — but it is not a visa.

What the arrival card is — and is not

All Indonesia is a single online declaration that every passenger arriving from abroad fills in: immigration details, your address in Indonesia, a health questionnaire, a quarantine question and the customs baggage declaration. It replaced the old paper customs form, the electronic customs declaration (e-CD) and the SATUSEHAT Health Pass. It became mandatory at all airports, seaports and land borders on 1 October 2025, for foreigners and Indonesians alike.

It is not a visa. The confirmation page itself says so. If your passport needs a visa on arrival, you need that separately — see the visa on arrival guide. And in Bali, the tourist levy is a third, separate payment.

When to fill it in

The form opens 3 days (72 hours) before your arrival date. Earlier than that, you cannot submit for that date. You can still fill it in after landing — on your phone in the immigration queue — but that is the worst place to do it.

If your plans change, you can edit the submission before the trip using Change Data on the summary page.

Step by step

The form has four screens. These screenshots come from our own test submission with sample data.

1. Personal information. Passport country, name, date of birth, gender, passport number and expiry, then a phone number and email. The Scan MRZ button reads the two lines at the bottom of your passport photo page with your camera, which avoids typos. Use the same passport you used for your e-VOA. The QR code and confirmation go to the email address, so check it twice.

2. Travel details. Arrival date, departure date, and whether you already have a visa or stay permit. If you bought an e-VOA, enter its number here. If you are visa-exempt or will buy a visa on arrival at the airport, answer No.

3. Transport and address. Air or sea, purpose of travel, port of entry, airline and flight number. Then the type of accommodation and its name — hotels can be picked from a list, and the form then shows the nearest immigration office for that address. You do not need a booking reference.

4. Declaration. Three parts:

  • Health: current symptoms (fever, cough, shortness of breath, rash) and the countries you visited in the last 21 days.
  • Quarantine: whether you carry animals, fish, plants or products made from them.
  • Customs: number of bags, and whether you carry anything that must be declared. The form shows the duty-free allowances before you answer (table below).

At the end you are asked whether you bring phones or tablets bought abroad that you want to use on an Indonesian network. The form notes that this customs IMEI registration is not required for foreign visitors staying under 90 days — answer No unless you plan to register a device permanently. If you buy a local SIM, the operator sets up a separate 90-day temporary access for your phone; details in the SIM card guide.

Submit, and you get a QR code with an arrival card number on screen and by email. Download it or take a screenshot so you are not depending on airport Wi-Fi. Lost the email? Retrieve Arrival Card on the start page finds it again.

Customs allowances on the form

ItemDuty-free per adult passenger
Personal goods bought abroadUp to US$500 in total
Alcohol (21 and over)1 litre
Tobacco (18 and over, as shown on the form)200 cigarettes, or 25 cigars, or 100 g tobacco
Cash or payment instrumentsDeclare from Rp100,000,000 (about US$5,500)

Anything over the alcohol and tobacco limits is destroyed, not taxed. Goods over US$500 are taxed.

Families and groups

Each person needs their own arrival card and QR code — including children and infants. You can add the other travellers to one submission with Add Traveller, so one parent can do the whole family from one phone. Each traveller then shows their own QR code with their own passport.

At the airport

Show the QR code with your passport at the immigration counter or autogate, and again at the customs exit if asked. Keep your phone charged and the screenshot ready; officers scan the code, they do not ask for the printout.

Fake sites

The arrival card is free. In October 2025 customs warned about a lookalike site (indonesia.arrival.edocsllc.online) that charged for the form, and paid “arrival card services” still appear at the top of search results. They usually charge US$50–70 for something you can do yourself in ten minutes.

The real addresses end in .go.id:

Questions travellers ask

When do I submit the All Indonesia arrival card?

Within the 3 days before your arrival date — the form will not accept an earlier submission for that date. Filling it in after landing is possible but slow.

Which website is the official arrival card?

allindonesia.imigrasi.go.id, or the official All Indonesia app. It is free; sites that charge for it are not official.

What does the arrival card include?

Your passport and contact details, travel dates and visa number, flight and address in Indonesia, a health questionnaire, a quarantine question and the customs baggage declaration (BC 2.2).

Is there a separate Bali arrival card?

No. Bali uses the national All Indonesia arrival card. What Bali adds is the separate Rp150,000 tourist levy.

Does every family member need a card?

Yes, each traveller including children gets their own card and QR code, but one person can add the others with Add Traveller in a single submission.
